Job Purpose

The Logistics Officer will be responsible for providing support to Supply Chain Management Department

Roles and responsibilities.

  1. Developing and implementing plans and budgets for maintaining URCS premises and assets
  2. Preparation and updating the URCS Asset register with regard to Land, Motor Vehicles, Motorcycles, Computers, Generators and among others.
  3. Prepare monthly status reports of all URCS assets all over the country indicating their utilization and general condition.
  4. Ensuring that all URCS equipment and installations are maintained in good working condition and overseeing the rectification of any faults or defects that may occur.
  5. Generate, update and maintain records on all URCS Assets including premises, both owned and leased throughout the country by regularly updating the estates database incorporating all pertinent tenant details (payments, contracts, tenancy agreement expiry dates
  6. Identifying assets that are due for disposal and ensuring that they are safely stored until authority to dispose them off is secured.
  7. Inspect URCS premises and ensure that they are kept in habitable conditions that depict a good corporate image.
  8. Ensure that all URCS properties are titled and Lease renewals are executed in time
  9. Ensure that all URCS procured equipments/ assets are engraved/ marked and entered into the asset register
  10. Ensure that all records including inventory lists of URCS procured items and equipments are updated in the asset register and easily available to authorized users
  11. Support the program teams in preparing the departmental procurement plans and purchase requisitions
  12. Preserve and maintain necessary procurement/Logistics, assets documentation for audit and logistics use
  13. Identify and manage risks within the supply chain at and communicate them to the Director Supply Chain and Estates Management
  14. Participate in the tendering process including preparation of tender documents for works, Supplies and Services
  15. Ensure that procurement status reports (Monthly, quarterly and annually) are up to date at all times and are shared appropriately;
  16. Ensure that the periodic inventory reports are prepared as required internally by URCS and/or by donors;
  17. Provide timely advice and technical support on logistics issues to all project teams
  18. Support, train and develop the capacity of staff as required, on logistics procedures;
  19. Work closely with user departments in contract management, in accordance with URCS Supply Chain Policy; and arrange vendor invoices for submission to Finance Department for payment;
  20. Prepare timely and accurate monthly reports and other reports for management in accordance with URCS Supply Chain Policy;
  21. Maintain Contract register and maintain safe keeping of records for the Logistics operational activities;
  22. Conduct any other assignment as assigned from time to time

Minimum qualifications, working experience and competencies:

Education Qualifications
  1. Minimum of a Bachelor Degree in Procurement, Logistics, Supply Chain Management or related field from an approved, recognized and reputable university;
  2. Post graduate qualification in Procurement, Logistics, Supply Chain, CIPS  or related field from an approved, recognized and reputable university is an added advantage.
Essential experience
  1. Minimum of two (2) years working experience in Managing Procurement, Logistics, Estates or Supply Chain Activities
    Good understanding of a Financial Accounting System
  2. Previous experience from working in complex and volatile contexts is an added advantage
