Job Purpose:

The conflict in North Kivu and Ituri provinces in neighboring Democratic Republic of the Congo (DRC) continues. The situation remains unpredictable and complex. New arrivals are being received through three main entry points: Bunagana in Kisoro district, Busunga in Bundibugyo district and Mpondwe in Kasese district. Plans to relocate the new arrivals to Nakivaale and Rwamwanja have been operationalized.

The Operations Manager will provide leadership to personnel responsible for the DREF response operation, ensuring that these positions are coordinated in supporting URCS in delivering core services in accordance with its mandate. The incumbent will also be responsible for partner coordination and new emergency operations aspects.

S/NKey Result AreasPrincipal Accountabilities
01 Strategic planning and Management
  1. With Assistance from the Director DRM, lead the establish of the the project team and as a Manager, provide the necessary guidance and support to team members;
  2. Ensuring compliance to URCS, donor and Government of Uganda policies, procedures and guidelines
02 Coordination, advocacy and representation
  1. Organizing and participating in coordination meetings with relevant stakeholder, nationally and locally
  2. Coordinating and participating in advocacy events at national and local level in close collaboration with local partners
  3. URCS representation where required, e.g. DRM Funding Steering Committee(s), Oversight Committees, DRM Technical Working Groups, etc.
  4. Advocate for URCs’ Humanitarian Project with donors and humanitarian stakeholders, in cluster meetings, workshops, conferences and in other relevant fora.
  5. Participate in relevant meetings with Red Cross Movement partners, Governments, donors, NGOs and UN Agencies co-financing and implementing initiatives for disaster risk management
03 Performance Management and Program Quality
  1. Negotiate, plan and mobilize URCS resources in support of the DREF/Appeal assessment, planning, and implementation of the emergency response.
  2. Ensure that URCS technical unit leads work closely with the operations team in all related programming roles and responsibilities, providing advice and recommendations that carefully consider local capacity and context.
  3. Build alliances and partnerships with other emergency actors to enhance the implementation of URCS-supported emergency operations, including enhancing URCS’ position vis-à-vis local and national coordination mechanisms.
  4. Ensure that the response is based on frameworks and approaches that are consistent with or have considered national and international standards and guidelines, as well as IFRC policies, procedures and tools.
  5. Assist the National Society in the achievement of planned outcomes and deliverables following quality standards, in a timely fashion, and within budgets.
  6. Ensure a robust and coherent monitoring of the situation and its potential evolution so that humanitarian interventions are responsive to current and emerging needs and threats. Assist with disaster and threat risk analysis to ensure that operations are prepared for – and responsive to – compounding crises.
  7. Work with the URCS Director of Disaster Risk Management to develop, update, implement and review contingency planning for identified threats in operational areas, as well as the development of capacities within the National Society for emergency response.
  8. Support the National Society in establishing an effective information management system for the response, including statistics.
  9. Work with the PMER Unit and the National Society to ensure that planning and reporting requirements are met in a timely and efficient manner.
  10. Prepare operational and partner updates which are context sensitive and aligned to specific communication protocols, prioritising Red Cross engagement as a neutral and impartial humanitarian response actor.

04 Resource Mobilization and partnerships
  1. Actively support the directorate initiatives of resource mobilization through proposals development and any other form and drive programs development for DRM in existing and new contexts in line with the URCS Strategy;
  2. Develop fundable project proposals for operational growth of the URCS programs/projects portfolio
05 People management
  1. Advise on the need of additional human resources and support deployments in coordination with the Human Resource Office and the Disaster Management Office Establishes priorities and sets management performance goals for staff.
  2. Recommends and coordinates training programs for the project staff.
  3. Actively engages in management performance duties and ensures the provision of management, guidance, development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in the areas of his/her responsibility.
  4. Ensures good order and discipline of staff under his/her overall supervision
  5. Develops initiatives to promote the welfare and well-being of the project staff
06 Volunteer Management
  1. Identify exemplary performance and recommend such to Management through the Volunteer Management Officer for reward.
  2. Set the number of days’/hours volunteers are supposed to volunteer per week /month.
  3. Support OD in volunteer selection, recruitment, engagement, motivation and retention
  4. Set the project time frame and at what stage volunteers will be needed.
  5. Support programme requests to SG for extension of volunteer’s engagement in case there are still pending works after the end line of the project.
  6. Support volunteers to work in a safe, healthy and conducive environment.
  7. Support the development of volunteer’s trainings/capacity building agenda
  8. Organize quarterly project volunteer   team building sessions.
  9. Support Branches to conduct individual volunteer performance assessment
  10. Set up a selection criterion for the volunteers
07 Budgetary controls and Asset Management
  1. Prepare, manage and monitor the Project budgets by developing monthly budget monitoring framework, including monthly Budget Variance Analysis (BVA) as well as following up to ensure that required service outputs are delivered within approved budget allocations and provide value for money
  2. Ensure sound financial management is applied to all URCS-supported operations within the National Society, including ensuring that budgets are monitored, problems are identified, and solutions implemented in timely and effective manner
  3. Ensure Safe custody of and efficient use of the National Society’s resources & assets assigned to project staff
08 Performance Monitoring, Evaluation & Reporting (PMER)
  1. Securing efficient monitoring of quality implementation, including timely preparation and submission of project reports as well as making sure, that the allocated budget is used according to the agreements with donor and partners
  2. Ensuring an efficient, timely and well executed response to any kind of disasters within the target area
09 Integration of Prevention of Sexual Exploitation and Abuse Policy:
  1. Ensuring all the staff you supervise and representatives understand and comply with all aspects of Prevention of Sexual Exploitation and Abuse Policy.
  2. Creating an organisational culture and fostering a working environment which is free from and prevents sexual exploitation and abuse and supports the implementation of this Policy.
  3. Applying and maintaining mechanisms and managerial systems to support the implementation of this Policy including effective supervision, awareness raising, prevention, reporting, and responding.
  4. Role modelling the standards of conduct and behaviour required by this Policy and by making every reasonable effort to create and maintain an environment that assists in preventing SEA.
  5. Taking immediate and appropriate action of reporting upon receipt of any report or complaint about SEA allegations, concerns or suspicions or retaliation related to SEA, as stated in the present policy under.
  6. Senior managers at the field level are additionally responsible to:
  7. Integrate the issue of prevention of sexual exploitation and abuse systematically into information campaigns, training and meetings with affected people with particular attention given to vulnerable groups.
  8. Report SEA incidents as per reporting mechanisms established in 8.4 of the PSEA Policy
  9. Promote engagement with local groups such as gender groups, women’s associations and those representing marginalised people such as disabled peoples’ organisations, with aim of awareness raising on zero tolerance for SEA and, where appropriate, working jointly to set gender-sensitive community-based complaint mechanisms that put the rights, capacities and needs of survivors at the center

10 Any other duties
  1. Carries out any other lawful assignment allocated by the immediate Supervisor: The jobholder is cooperative and readily responds to any ad hoc tasks assigned to him

QUALIFICATIONS/REQUIREMENTS

Minimum qualifications, working experience and competencies:

Education Qualifications
  1. Minimum of Bachelor’s Degree in Social Sciences, Disaster Management, Earth Sciences, Peace and Security, Public Health and or related field or any related field from an approved, recognized and reputable university;
  2. Possession of a Master’s Degree in Public Health, Disaster Risk Management, Public policy & Management, Project Planning & Management or related field from an approved, recognized and reputable university is an added advantage;
  3. Training in emergencies and Relief operations/ Disaster Risk Reduction, epidemic control, project management, as well as Participatory approaches and methodologies is essential.
Essential Experience
  1. Minimum of five (5) years’ professional experience in managing emergency preparedness, relief, rehabilitation and recovery programmes; three (3) of the years with supervisory responsibilities in the mentioned fields.
  2. Experience in setting up and managing multicultural teams in relief and development.
  3. Experience of advocacy on development and humanitarian issue
